Licensing Launches March 18, 2026

Havering's new licensing schemes take effect on March 18, 2026. Landlords in designated wards must apply for a licence or face civil penalties of up to £30,000 per offence. Prepare your compliance documents now — EICR, gas safety, and fire risk assessment certificates are required with your application.

Two New Licensing Schemes

Additional HMO Licensing

Covers HMOs with 3–4 occupants forming 2 or more households. This is a borough-wide scheme, replacing the previous ward-based mandatory scheme.

Selective Licensing

Covers all privately rented properties (not just HMOs) in 7 designated wards. If you rent out a single-let property in these wards, you need a licence.

£75 off — EPC rating C or above
£100 off — Accredited landlord
£100 off — Multiple property applications

Part A is non-refundable if the application is refused, rejected, or withdrawn. Discounts can be combined.
