Waltham Forest Council operates three property licensing schemes covering most of the borough. Selective licensing has been live since May 2025 — if you rent out property in one of the 20 covered wards, you should already have a licence.
Scheme Already Live — Are You Compliant?
Waltham Forest selective licensing has been in force since May 1, 2025. Operating without a licence is already an offence carrying penalties of up to £40,000 (effective 1 May 2026), Rent Repayment Orders, or council management takeover. If you haven’t applied yet, do so immediately.
Three Licensing Schemes
Selective Licensing
Applies to all privately rented properties in 20 of 22 wards. Not just HMOs — any rented property in covered wards needs a licence.
Split into two parts
Multi-property discount: £125 off per additional property
Coverage: 20 of 22 wards
Runs until: 30 April 2030
Additional HMO Licensing
Applies borough-wide to HMOs with 3–4 occupants forming 2 or more households. Covers smaller HMOs not caught by mandatory licensing.
Coverage: Borough-wide
Renewed: 1 April 2025 to 31 March 2030
Mandatory HMO Licensing
Required nationally for HMOs with 5 or more occupants forming 2 or more households. Tiered fees based on number of units.
Wards Excluded from Selective Licensing (3 of 22)
Only these 3 wards are exempt. All other wards require a selective licence for private rentals.
