The Control of Asbestos Regulations 2012 (CAR 2012) impose a 'duty to manage' asbestos in non-domestic buildings, including the common parts of residential blocks such as stairwells, plant rooms, and boiler houses. Before any refurbishment or demolition work in any building (domestic or non-domestic), a refurbishment and demolition (R&D) survey is legally required. The duty holder must take reasonable steps to find asbestos-containing materials (ACMs), assess their condition, and manage or remove them safely. Failure to manage asbestos can result in unlimited fines and imprisonment.
