The proposed fee for the renewed scheme is the most expensive in London for additional HMO licensing.

Selective Licensing — six staged schemes 2 May → 1 September 2026

Harrow Council is rolling out six selective licensing schemes in three waves. Selective licensing applies to all privately rented properties in covered wards — not just HMOs. If your property is in a covered ward and is not an HMO, you still need a selective licence. Fee per scheme: £786 (admin £686 + management / enforcement £100, no early-bird discount).

Wave 1 — go-live 2 May 2026

5-day gap after the 27 April Edgware expiry

Frequently Asked Questions

When will Harrow decide on the additional HMO licensing renewal?
Harrow Cabinet meets on Tuesday 26 May 2026 at 6:30pm to vote on renewing the borough-wide additional HMO licensing scheme. The current scheme expires on 5 August 2026. If approved, the renewed scheme is expected to run for another 5 years.
Which properties need an additional HMO licence in Harrow?
All HMOs with 3 or more occupants forming 2 or more separate households require a licence under the additional scheme. This is broader than mandatory HMO licensing, which only applies to properties with 5 or more occupants. The scheme covers the entire borough.
How much does a Harrow additional HMO licence cost?
The proposed fee for the renewed scheme is £1,818 per licence for new applications and £1,285 for renewals. This makes Harrow the most expensive borough in London for additional HMO licensing. The fee covers the full 5-year licence period.
What happens if the current scheme expires before the renewal is approved?
The current additional HMO licensing scheme expires on 5 August 2026. If the cabinet vote on 26 May approves the renewal, there should be continuity. If the vote is delayed or the scheme is not renewed, the additional licensing requirement would lapse — but mandatory HMO licensing (5+ occupants) still applies under national law.
Does Harrow have selective licensing?
Yes. Harrow operates six staged selective licensing schemes covering designated wards. The original Edgware-only scheme expires on 27 April 2026; replacement Edgware and Roxeth schemes go live 2 May 2026; Greenhill and Marlborough launch 6 July 2026; Wealdstone North and Wealdstone South launch 1 September 2026. Selective licensing applies to all privately rented properties in covered wards, not just HMOs. Properties with an existing HMO licence do not need a separate selective licence.
Which Harrow wards need a selective licence and from when?
Six schemes are staged 2 May → 1 September 2026: Edgware (replacement) and Roxeth from 2 May 2026; Greenhill and Marlborough from 6 July 2026; Wealdstone North and Wealdstone South from 1 September 2026. The original Edgware-only scheme expires 27 April 2026 — there is a 5-day gap between the old Edgware scheme ending and the replacement going live. Fee per scheme: £786 (£686 administration + £100 management/enforcement).
What documents do I need for a Harrow HMO licence application?
You will need: a valid gas safety certificate (CP12), a fire risk assessment, an Electrical Installation Condition Report (EICR), an Energy Performance Certificate (EPC), floor plans with room measurements, building insurance, proof of identity, and proof of ownership or managing agent authorisation.
What happens if I don't get a licence?
Operating an HMO without a required licence is a criminal offence under the Housing Act 2004. Harrow Council can issue civil penalties of up to £30,000 per offence, prosecute (unlimited fine), and tenants may apply for a Rent Repayment Order to recover up to 12 months' rent.
Is accreditation available for Harrow landlords?
Harrow Council has historically offered discounts for accredited landlords. Check with the council directly for current accreditation schemes and any fee reductions that may apply to the renewed licensing scheme.
