Additional HMO Licensing Already Live
Enfield's additional HMO licensing scheme has been live since September 1, 2025, running until August 2030. If you rent out an HMO with 3 or more occupants in 2 or more households, you must have a licence now. Enforcement is ongoing — landlords operating without a licence face civil penalties of up to £40,000.

Article 4 Direction — Planning Permission Required
Enfield has a borough-wide Article 4 Direction in place since 2013. You need planning permission to convert a dwelling house (C3) to a small HMO (C4, 3–6 unrelated occupants). Properties with 7 or more occupants are Sui Generis and always require planning permission. Failure to obtain planning permission is a separate offence from operating without a licence.
