Article 4 Direction — Planning Permission Required

Enfield has a borough-wide Article 4 Direction in place since 2013. You need planning permission to convert a dwelling house (C3) to a small HMO (C4, 3–6 unrelated occupants). Properties with 7 or more occupants are Sui Generis and always require planning permission. Failure to obtain planning permission is a separate offence from operating without a licence.
